Human Rights Organizations: “The Military Council is trying to cover up its failure by attacking us" (Photo: Al-Masry Al-Youm)
Several Egyptian human rights groups condemned raids on their offices by security forces led by Egypt’s ruling military council. The groups signed a statement on Friday December 28, hours after the security forces searched 17 offices and confiscated cell phones, laptops, and documents while interrogating staff. The groups accused the army and the police of using the Mubarak’s oppressive methods against pro-democracy and human rights organizations. The statement was singed by 27 groups and organizations.
Foreign Minister Muhammad Amro said that authorities are investigating foreign illegal funding to political activists, which is against Egyptian Law. Amro pointed out that this operation is within the framework of the law and that the military council has nothing to do with it. He added that the security forces were with the judicial authorities during the investigation to secure the operation.
Dr. Mohammad Saa’d al-Kittani, the Secretary General of the Freedom and Justice Party, the political arm of the Muslim Brotherhood condemned the attacked on these organizations. Kittani said in a press conference, “The former regime never broke into these organizations and close them down as is happing now.” Kittani stated that these organizations have been receiving funds since long ago and he asked why the authorities allowed them to operate in the past? Kittani also said that the human rights organizations should work on funding their activities through local Egyptian contributions only.
Dr. Majdi Abdel-Hameed, chairman of the Egyptian Association for the Advancement of Community Participation said that there is an alliance between the former regime represented by the military council and the Salafists to attack Egyptian civil society. Abdel-Hameed described the raid by security forces as “a barbarous attack,” criticizing the military council attempt to defame these organizations, stressing that “there are legal ways to monitor the work of civil society organizations by calling their representatives and monitoring their accounts in banks.”
Muhammad al-Baradei, a likely candidate for the Egyptian presidency, said that “Human rights organizations are the icon of freedom,” and everyone is watching us closely damaging the human rights organizations.

اتهمت 27 منظمة حقوقية المجلس العسكري باستخدام أسلوب «تصفية الحساب» مع منظمات المجتمع المدني والنشطاء الحقوقيين، مؤكدين أن المجلس «يحاول التغطية على إخفاقاته الكبرى في المرحلة الانتقالية، بالهجوم على نشطاء المجتمع المدني الذين فضحوا انتهاكاته».
وأشارت المنظمات في بيان جماعي، وقعته بمقر المنظمة المصرية لحقوق الإنسان، مساء الخميس، إلى أن حملة مداهمة المجتمع المدني التي قامت بها النيابة العامة، وقوات من الأمن والجيش، حسب المنظمات، شملت العديد من الاختراقات القانونية، وأكدوا، أن «جميع الخيارات مفتوحة، سواء بالاعتصام أو بالوقفات الاحتجاجية أمام المنظمات حتى يتم تحرير عمل النشاط الأهلى فى المجتمع المصري».
واستنكرت المنظمات فى بيان حصلت «المصرى اليوم» على نسخة منه، حملة المداهمات التى تمت صباح الخميس، وطالت كلاً من المركز العربي لاستقلال القضاة والمحاماة، ومرصد الموازنة العامة لحقوق الإنسان، ومؤسسة بيت الحرية، والمعهد الديمقراطى، والمعهد الجمهورى الأمريكي، مؤكدة أن القوات المقتحمة فتشت المقار قبل تشميعها بالشمع الأحمر.
وقال البيان إن «تلك الخطوة تشكل بداية لحملة أمنية يرجح أن تطال عشرات من المؤسسات الحقوقية، فى إطار حملة أوسع أطلقها المجلس العسكرى للتشهير بجميع النشطاء الحقوقيين والعديد من القوى المنخرطة فى فعاليات ثورة 25 يناير».
وشددت «المنظمات» على أن «هذه الحملة غير المسبوقة تستهدف تغطية الإخفاقات الكبرى للمجلس العسكرى فى إدارة المرحلة الانتقالية، والتنكيل بالكيانات السياسية والنشطاء السياسيين والحقوقيين الذين انتقدوا المجلس العسكرى وفضحوا الانتهاكات التى جرت فى ظل إدارته للبلاد، ونجحوا فى بعض الحالات بإحالة انتهاكات العسكر إلى القضاء».
وقال حافظ أبو سعدة، مدير المنظمة المصرية لحقوق الإنسان، إن جميع الخيارات مفتوحة أمام منظمات المجتمع المدني، من اعتصام ووقفات احتجاجية، حتى يتمكن نشطاء المجتمع المدنى من تحرير كامل النشاط الأهلي في مصر.
وأشار أحمد سيف الإسلام، مدير مركز هشام مبارك للقانون، إلى أن النيابة العامة داهمت المقار الحقوقية دون توجيه أي تهم مسبقة إلى أصحاب هذه المنظمات، مؤكدا أن المنظمات اتفقت خلال الاجتماع الذى عقدوه قبل بدء المؤتمر على تشكيل لجنة قانونية للبدء الفوري فى حملة قانونية لمتابعة التحقيقات، والوقوف أمام تجاوزات المجلس العسكري، حسب قوله.
وتساءل جمال عيد، مدير الشبكة العربية لمعلومات حقوق الإنسان، عن علاقة قوات الصاعقة باقتحام منظمات المجتمع المدنى، معتبرا أنها حملة يشنها المجلس العسكري وقوات الجيش بغطاء النيابة.
