Ayatollah Montazeri argues that separation of powers is the best form for religious governance:

I have repeatedly said that the best form of religious governance is separation of powers. The main duty of the faqih (see glossary), or the council of faqihs, who are elected by the people has only to be eliciting the ruling of Shari'a and supervising the laws in order to ensure their consistency with Islam. The Ayatollahs expertise is nothing but this.

Other matters concerning the governance must be bestowed upon the experts [in other fields] who are elected and approved by the people.

در نوشته ها و مصاحبه هاي گذشته كرارا يادآور شده ام كه بهترين‏ ‏شكل حاكميت ديني همان نظريه تفكيك قوا مي‎باشد; به اين نحو كه كار‏ ‏اصلي فقيه يا فقهاي منتخب مردم فقط استنباط احكام شرعي و نظارت بر‏ ‏قوانين جاري جهت عدم مخالفت آنها با اسلام است . تخصص فقها جز اين‏ ‏نمي تواند باشد. و ساير امور كشور به دست افراد متخصصي داده مي‎شود‏ ‏كه مورد قبول و انتخاب مردم هستند. در كتاب "ديدگاهها" اين نظريه را به‏ ‏تفصيل شرح داده ام كه مي‎توانيد مراجعه نماييد.
